The Local Finance Committee has set aside the proposal to finance and approved the financial support of the Cagayan de Oro’s City Health Insurance after the committee found out the program failed to pass an ordinance supporting its creation.

The committee chairman and city councilor Edna Dahino said she decided to defer the request for approval during the budget deliberation last Friday after she found that it lacks an ordinance for the creation of the said office.

Dahino said the proposed amount for the creation of the Cagayan de Oro Health Insurance is pegged at P12.5 million which will composed the salaries of the employees assigned, maintenance, operation, and equipment, and other maintaining operation expenses.

“We could not just approved this right away knowing that it (office) has not been created yet. Kung akong na-notice wala po’y nadisturbo without this creation. Kinahanglan nga dili madoble ang pangalan sa  matag-listahan,” she said.

The reported creation of the office into a department has long been overdue for the past three years but Dahino claimed there was no complaint raised when it was not created for the past three years.

”I don’t disagree or question this. Pwede ra kini ipaulahi and we need to approve the city ordinance kung kinahanglan man gyud. This has to be clarified. Ang uban renewal and other would pay for the taxes,” she said.

City Budget Officer Atty. Percy Salazar claimed that they have already included in the proposed budget for their creation in 2017 saying when the ordinance would be approved they would immediately conduct “ground groups.”
