POLICE director for Northern Mindanao Rolando Anduyan ordered law enforcers in Cagayan de Oro and Misamis Oriental to arrest former councilor President Elipe and his sister Pristine Quizon.

Brig. Gen. Anduyan immediately issued the directive to Cagayan de Oro City Police Office director Col. Henry Dampal and Misamis Oriental Provincial Police Office director Col. Robert Roy Bahian after he received a copy of the Oct. 30, 2019 bench arrest warrant of the 4th Division of the Sandiganbayan against the Elipe siblings this week.

The warrant was issued in connection with the siblings’ graft and falsification cases. In 2018, the Sandiganbayan convicted the two and slapped them with a maximun 18-year prison sentence — a maximum of 10 years for graft and a maximum of eight years for falsification; they were also perpetually disqualified from holding public office and ordered to pay a P5-thousand fine each. The Elipes have reportedly submitted an appeal.

Lt. Col. Mardy Hortillosa, Camp Alagar spokesman, confirmed that Anduyan received the anti-graft court’s order on Tuesday.

Hortillosa said Anduyan’s order was for the Cagayan de Oro and Misamis Oriental police to search, arrest, and bring the siblings to court.

“Upon receipt, the regional office (Camp Alagar) directed, immediately, the concerned units that the said warrant be implemented as required by the law,” Hortillosa said.

He said Anduyan’s order was for the police here to strictly enforce the law and serve the warrant.

“(The) PNP-10 will monitor the progress of the said order from the task units to ensure compliance,” said Hortillosa.

Maj. Evan Viñas, spokesman of the Cagayan de Oro police, said Col. Dampal has formed a team to track down Elipe and his sister.

“The tracker team will track down the whereabouts of the subjects stated in the bench warrant in connection with the legal order from the court,” Viñas said.

Elipe, who was reappointed as general manager of the Misamis Oriental Integrated Sports Complex, has not reported for work for about a week already.

The former councilor and provincial board member has gone out of town Nov. 26 supposedly as part of his birthday celebration, according to a Moisc worker.

The office of his brother-in-law, Gov. Yevgeny Vincente Emano who reappointed Elipe as Moisc general manager following his defeat in the vice gubernatorial race this May, has kept mum about the arrest warrant against the Elipe siblings.

Capitol spokesman Florito “Carlo” Dugaduga has not replied to queries about Elipe.

Vice Gov. Jeremy Jonahmar Pelaez said Elipe was a no-show during the flag-raising program at the capitol on Monday. Neither was he present during the presentation of the candidates to the search for Miss Kuyamis.

Pelaez said Elipe also did not show up during his regular Magnum radio program.
