For his part, mayor-elect Erick Cañosa said he will conduct an investigation regarding the seemingly wayward wharf.

Cañosa said he has received several complaints about the alleged illegal operation of the wharf.

Mahinay has issued a stoppage order to the wharf operator Caesar Casiño on May 27

The Cenro ordered the wharf operator to desist from using the area until it has acquired a permit to operate.

In a phone interview, Mahinay confirmed that the wharf is still in operation when they immediately paid for a one year penalty of about P14,000.

The operator immediately paid its penalty right after he received the stoppaged order said Mahinay.

Mahinay said the operator paid the penalty which allowed them to continue its operation even without permit.

The wharf is already violating the law during constructiom time in a 2018 report to the city mayor and other concern agencies made by Genevieve Cruz head the Environmental Management Section of the Environment Natural Resources Office of the city

Cruz argued in her report that the construction of the wharf  caused the damage and destruction of coral reefs and the fishing ground of the area.
