BUTUAN City — Despite President Rodrigo Duterte’s declaration of a unilateral ceasefire last Aug. 21, the Armed Forces continued with its military offensives in villages in Caraga Region implementing its brutal anti-insurgency campaign dubbed Oplan Bayanihan, a spokespman of the New People’s Army-northeastern Mindanao Region (NPA-NEMR) said in a statement.

In the statement, the NPA claimed government troops continue to encamp, in and out of the barangays in the region under the guise of implementing “peace and development outreach programs.”

“Clearly defying government’s peace initiatives, the AFP carried out provocative and combat actions to sabotage the ongoing peace talks between the GRP and NDFP,” Ka Ariel Montero said in the statement.

Montero added that at present, AFP troops conduct disguising Oplan Bayanihan in not less than 70 barangays in northeastern Mindanao areas.

“COPD troops composed of 29th IB, 36th IB, 30th IB and 75th IB PA troops have been deployed also in the barangays of Surigao del Norte and Agusan del Norte provinces while government troopers from 3rd Special Forces Battalion and 26th IB Philippine Army have been deployed in not less than 16 barangays in the cities of Bayugan, Butuan  and in Esperanza, Agusan del Sur,” Montero lamented.
