MISAMIS Oriental Gov. Yevgeny Vincente Emano has submitted his proposed 2016 budget to the provincial board. Emano is seeking a P2.031-billion budget for the capitol next year.

Emano said he submitted the proposed budget as required by the Local Government Code and despite “electionelated distractions” on Friday.

He cited Section 318 of the Local Government Code that mandates that the last day for the submission of proposed budgets is Oct. 16 every year.

Called the “executive budget” until approved by the legislative body of the province, it has a total appropriation of some P2,031,553,096.

“It is a lean budget, an honest reflection of what the province can afford without sacrificing basic services,” Emano said.

The top five budgetary allocations are still on the Emano administration’s priority programs that include infrastructure development, economic enhancement programs, health and social services, staff development and livelihood promotion programs.

He said several appropriated amounts in the 2016 budget would still go to the payment of some debts left behind by the former administration which totaled to some P1.2 billion.

Emano said the capitol already paid some P72 million of the statutory debts under his watch.

“We are just being consistent with our set of priorities as outlined at the very start of our term a few years back,” he said.

Emano said he was expecting the provincial board to act on his proposed budget through its finance committee chaired by provincial board member Jabi Bernaldez.

Bernaldez, a newly minted Padayon Pilipino member, is Emano’s candidate for vice mayor in Gingoog City. Vice Gov. Jose Mari Pelaez lauded Emano for being punctual in the submission of his executive budget to the provincial board.

“This is part of the intriguing personality of the governor. His being a tickler for details is making our job easier. Time frames set by law are not for nothing,” Pelaez said.

Emano called on the provincial board to expedite discussons on the proposed budget, and not get distracted by the 2016 electionelated concerns.

“All the chaos related to the elections are temporary. Focus on the task,” he said. (pio/misor)
