The proposed Memorandum of Understanding between the Department of Health (DOH) and the city government for Health Facility Enhancement Program (HFEP 2018) at the JR Borja General Hospital (JRBGH) was favorably endorsed by the City Council committee on health and sanitation and health insurance to the committee on laws and rules for appropriate action.

The Universal Health Care for all Filipinos, the DOH’s banner program of the Duterte Administration, is directed to ensure the achievement of the health system goals of better health outcomes, sustained health financing and responsive health system ensuring that all Filipinos, especially the disadvantaged group have equitable access to affordable health care through the said program.

The approved budget for the program amounting to P198 million is intended for the completion of the JRBGH level 1 which includes the completion of north-wing four-storey building (3rd to 4th only); construction of conference room, medical records room, nurse dormitory and basic health facilities and renovation of south-wing building (ground floor to 4th floor).

The HFEP also covers the construction of dietary and kitchen, OPD, pharmacy, drug supply room, canteen and additional service wards; construction of waiting area, public toilets and elevator, among other projects intended for facilities of JRBGH.

Under the memorandum, the DOH shall provide financial support and implement infrastructure projects through HFEP 2018 in upgrading of health facilities, provide technical assistance in the preparation of Detailed Architecture and Engineering Designs, program of works and detailed estimates, among others.

For its part, the city, through the JRBGH, shall ensure the availability of plan, program of works and estimates on site; provide temporary facility for the health personnel if necessary and accepts the inconvenience of the workplace during the construction, among others.

Councilor Maria Lourdes Gaane, committee chair, expressed her gratitude to the DOH for its efforts in implementing the HFEP 2018 program in the city. (sp)
