City mayor Celso Regencia said this is because the lifting of the curfew hours has been “abused” by the youth. There have been reports of nightly rumbles where young people are involved.

“They have no discipline,” he added, thus the return of curfew with the minors observing the curfew, a visibly exasperated Regencia ordered.

A few days earlier, shortly after reassuming his duties as mayor after a 90-day suspension, he issued Executive Order 132 lifting the curfew temporarily from Sept. 10 to Oct. 7. These dates cover the fiesta season of this city.

He added too that early Friday morning, September 14,  there was a report of an improvised explosive device at Saray though it turned out thankfully as negative, the mayor said.

It was just some small wires placed in a cardboard box to create the impression that it was a bomb but it was not, the police found out, the mayor said.
