THE Regulatory and Complaints Board or RCB is a creation of a city ordinance.  Its constitution as a board was by virtue of an executive order.

The RCB’s main function is the regulation of movie houses, theaters, or other places of amusement such as but not limited to internet cafes, karaoke or videoke parlors, watering holes, and similar establishments. To do this, it has to conduct periodic inspections of the regulated entities prior to the issuance or renewal of their respective business permits.

The Joint Inspection Team is a result of a joint memorandum circular in 2010 initially between the DTI and DILG.  The joint circular was later amended in 2016, this time with the addition of the Department of Information and Communication Technology.

The circular sets the standard in the processing business permits and licenses by local government units.  It has also introduced reforms in the business permit and licensing systems of LGUs.

The JIT is tasked to ensure that the local government unit provides quick service to the business community, and for the latter to comply with regulations laid down both by national agencies and the locality where the businesses operate.

These regulations include compliance with the fire code, the building code, the sanitary code, and planning regulations, among other issuances.  The constitution of the JIT was also by virtue of an executive order.

The City Price Coordinating Council is a creation of the implementing rules and regulations of the Price Act, a national law.  Its constitution was also by virtue of an executive order.

The main function of the CPCC is to safeguard the rights of consumers with respect to price spikes or supply deficiencies in times of calamities, disasters, or other emergencies.

It could also take a close look at hoarding, cartels and profiteering and recommend measures to take to prevent these anti-consumer acts. It works closely with the DTI in pursuing its mandate.

These are the three major functions that I was tasked to integrate. Having only one person at the helm is expected to ensure a more expeditious process, hence will benefit the local government unit, the business community, and the constituents and consumers of goods and services offered by the regulated entities.

It will be a long road ahead.  But we will surely get there.
