According to LTO-10 Information Officer Ferdinand Flores, the warning stems from a memorandum issued by LTO Assistant Secretary Edgar Galvante late last month.

Flores said Galvante based his memorandum on section 51 of Republic Act 4136 or the Act to compile the laws relative to land transportation and traffic rules, to create a land transportation commission and for other purposes.

Under Sec. 51, “no person shall hang on to, or ride on, the outside or the rear end of any vehicle, and no person on a bicycle, roller skate or other similar devices, shall hold fast to or hitch on to any moving vehicle, and no driver shall knowingly permit any person to hang on to or ride, the outside or rear end of his vehicle or allow any person on a bicycle, roller skate or other similar devices to hold fast or hitch to his vehicle.”

Flores said LTO-10 has already ordered law enforcers to arrest and slap a penalty of P1,000 to drivers who will violate the memorandum.

Included in the memorandum, Flores added, are pick-up type truck, Isuzu Elf, Bonggo truck, dump truck,  pick-up type multicab, pick-up type jeep, and other similar vehicles.
