MAYOR Oscar Moreno yesterday assured residents that authorities would respect human rights and follow laws as the Cagayan de Oro City Police Office (Cocpo) updates its list of drug suspects in the city.

Moreno said no arbitrary arrest would be made in the city on mere suspicion that a person is into illegal drugs.

He said the Cocpo would adhere to and follow the rule of law, and proper procedures.

“Dili man mahimo nga hag-as lang nimo dakpon ang suspect. Ipa-agi man gihapon sa proseso ug rule of law sama sa search warrant or warrant of arrest,” assured Moreno.

The mayor said this as city police director Senior Supt. Faro Antonio Olaguera confirmed that he ordered his subordinates to update Cocpo’s list of drug personalities in the city in preparation for the implementation of “Oplan Tokhang”  or “Toktok ug Hangyo” when Davao Mayor Rodrigo Duterte assumes as President on June 30.

Olaguera said Cocpo was closely coordinating with the Philippine Drug Enforcement Agency (PDEA) and barangay officials through their respective Barangay Anti-Drug Abuse Council in validating and updating the list of drug personalities.

“Once it is validated and updated, we will conduct barangay  drug clearing operations,” Olaguera said.

He said authorities would go to houses and literally ask drug suspects to stop selling illegal drugs.

Olaguera said barangay officials would play a vital role in “Oplan Tokhang.”
