In a memorandum 1092-19 dated Sept. 17, Moreno pointed to Asis’s wanting performance at the height of the African Swine Fever epidemic.

Moreno said he was not happy and was disappointed with Asis.

“I want to make sure that we are doing the correct things at the right time,” he said.

In a subsequent memorandum 1093-19, also dated Sept. 17, the mayor named Dr. Lucien Anthony Acac as the city’s veterinarian.

Moreno, however, gave Asis other tasks to address the African Swine Fever in the city.

Among her new tasks are to make a strategy on how to upgrade the city slaughterhouse in Barangay Cugman; make an action plan to ensure that “lechoneros” in the city are compliant with the city’s health code; and to ensure that the ASF will not contaminate the hogs of backyard swine raisers in the city.

As for Acac, Moreno tasked him to convene a task force in city hall that will ensure that the ASF epidemic could not contaminate hogs in the Cagayan de Oro City.

Moreno is scheduled to issue an executive order that will form the task force against ASF today.
