ALTHOUGH the Regional Peace and Order Council here in Northern Mindanao supports the extension of martial law in Mindanao, its chairman still has apprehensions on the implementation.

“I do fervently hope, however, that theoperationalization of martial rule will not subvert the sovereign people’scollective will, and neither will it disregard constitutional guarantees exceptin cases that are more than reasonably necessary to achieve it sole purpose,” Moreno said the regional security council’s meeting this week.

On Monday, RPOC-10 passed a resolution supporting the extension of martial law in Mindanao.

Moreno said martial law would serve as a deterrent of any terroristic attacks in the island.

“This declaration is a decisive and focused move  meant to finally bring lasting peace and harmony  in Mindanao,” he said.

However, he admonished the operationa-lization of martial rule must not curtail civilians’ rights.

Moreno added civilian authority over the military should be respected.

During the meeting, Moreno read his first statement of support when President Rodrigo Duterte first declared martial law in Mindanao on May 23, 2017.

“Giving the atrocities, perpetrated in Marawi city, by lawless elements, and to thwart and suppress  terroristic objectives, I support the President’s Martial law  declaration, covering the whole island of Mindanao,  for the period of 60 days,” reads part of his statement of support.
