Focusing on the highisk local government units of Northern Mindanao, the Department of the Interior and Local Government (DILG-10) has conducted a series of seminars on hazard and risk-assessment using Geographic Information System (GIS), aimed to provide local governments further knowledge and hands-on skills on the advanced features of GIS as powerful hazard and risk assessment tool.

GIS allows the representation of reality and the simulation of different scenarios such as different flood or landslide level.

The last batch will cater to the local governments of Salvador, Gingoog, Opol, Lugait, Salay, Medina, Tagoloan, and Alubijid. The seminar is slated on Sept. 11-14.

“Resilience would need science and governance,” said DILG0-10 regional director Arnel Agabe during one of the seminars, as he emphasized that in building resilient communities, there is a need to come up with the correct information.

“This information should be known by everyone, valued by everyone, and used by our local decision-makers so that we could come up with the appropriate response, actions, and plans,” the regional director said.

On the said activity, the local governments were coached on how to overlay any of the following data on the Light Detection and Ranging (LiDAR) maps from Department of Science and Technology: population by purok, spot map of highisk barangays, historical disaster event, poverty data, and updated Community-Based Monitoring System data in order for them to come up with risk assessment/determine vulnerable population/sectors.

Participating local governments are those with LiDAR maps based on the local government’s highisk area online survey administered by Local Governance Capability Development Division from May 31 to June 10.

First batch catered to local governments of Talakag, Valencia City, Mambajao, Sagay, Jimenez, Ozamiz City, Tubod, Kapatagan, Oroquieta, Plaridel, Tangub City, and Manolo Fortich. It was conducted on Aug. 14-17 at Hotel Conchita, Cagayan de Oro City. (dilg x)
