The local government units in Northern Mindanao can now recommend for additional routes of public utility vehicles before the Land Transportation and Franchising Board (LTFRB-10).
LTFRB-10 regional director Aminoden Guro said on Monday that local governments now have the authority for an additional or cancellation of routes within their area of jurisdiction based on the current traffic condition.
“Traditionally in determining the issuance of franchise (it comes) from the Department of Transportation and Communication through the road transport planning division through the request of private operators but under the New Omnibus Franchise Guidelines the LGU is given the authority to scrap their own transport traffic plan,” he said.
He said now the local government have the authority to draft a Local Transport Plan Requirements Plan because they are in a better position to identify and decide for a transport service requirement.
“Kinahanglan na gyud ang LGU has so called Traffic Management Plan for the possible recommendation of a vehicle or transport franchise,” he added.
On Monday, LTFRB-10 immediately conducted a capability and capacity building to all local governments in the region that required to draft their respective LTPRPs.
The activitiy was attended by representatives from Misamis Oriental, Gingoog, Cagayan de Oro City, El Salvador City, and Camiguin.
“Dinhi sa Cagayan de Oro pwede na nato i-rationalize tungod kay daghan kaayo magka-pareha og route. Road function must also be considered. LGU would also be subjected for road network capability together with DOTR personnel,” he said.
Guro said they invited all the local governments coming from the municipality, city, and provincial for the implementation of inter-city routes, inter-municipal routes and the provincial – regional routes for entire island of Mindanao.
