THE Police Regional Office (PRO 10) is set to investigate an open letter addressed to incoming Philippine National Police (PNP) chief P/Chief Supt. Rolando Dela Rosa regarding allegation that some police officers in the province of Bukidnon went Absent Without Leave (Awol) but are still collecting their salaries from various police stations.

Police Supt. Surki Sereñas, PRO 10 spokesperson said they would conduct an immediate investigation in response to an open letter posted by a certain P/Insp. Jaunorio Galut on social media.

“Galut should surface and show evidence regarding his allegations para kining mga naghimo ani nga tinonto madisiplina nato,” Sereñas said.

In his open letter to Dela Rosa, Galut said he was disheartened, demoralized, and unnerved by the misbehavior, corruption, and malpractice committed by some police personnel here in northern Mindanao especially in the Bukidnon Provincial Police Office.

“Sir, I am begging you to include this another form of corruption that (is) being widely practiced not only in our provincial office and whole regional command but possibly in the whole organization as this severely affected the morale of those (who are) committed and steadfast police officers and besides the people’s money (have) been wasted,” part of Galut’s post reads.

He is referring to an alleged illegal practice locally called “Pabuhi” which roughly means “dependent” in English.

The modus is certain personnel in the various police offices in the region do not report for duty in their respective posts because they have allegedly paid their commanding officers P8 thousand every month to exempt them from doing their duties or even report to their posts.

The payment of amount differs from every city police and provincial police offices. Some police have allegedly been paying P10 to P12 thousand from their salaries.

Galut claimed that the commanding officer who allowed this modus have “opulent and prodigal lifestyles” while the personnel who have been paying have devoted their Awol time with their own businesses, “like farming as our province is an agricultural area.”

“This practiced is worse than the so-called “ghost employee” in some government offices because this system involves big salaries of personnel who have practiced this activity since every PPO, CPO and PRO have at least 20 personnel who avail (of this modus),” added Galut.

For his part, Sereñas confirmed that the allegation of Galut is another form of corruption in the government service and should be penalized by law.

Wala unta niya gi-post sa social media kay ang tibuok organization of the PNP ang naigo. Hopefully, kung naa siya’y concern sa organization pwede niya ideretso iyang reklamo stating the concern personnel and officials (involved),” he said.

He said they are still conducting investigation if the identity of Galut is real but he admitted that such modus exists.
