In support to the operationalization of Executive Order 70, the Regional Development Council in Northern Mindanao (RDC-10) convened a technical working group to conceptualize a regional convergence program and ensures that it will properly take-off.

The group composed of National Economic and Development Authority (Neda-10), Department of the Interior and Local Government, Philippine National Police, 4thInfantry Division, 1stinfantry Division, 403rdInfantry Brigade, 2ndMechanized Infantry Brigade, 10thInfantry Battalion, and Balay Mindanao Foundation, Inc. recommended the Convergence Areas for Peace and Development (Capdev) which proposes a focused, coordinated and sustained delivery of basic services and social development packages by the government in poor, conflict-affected, and geographically isolated and disadvantaged areas (Gidas) in the region.

Neda-10 Regional Director Mylah Faye Aurora Cariño said the Capdev shall be the banner program of Northern Mindanao to address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts to attain inclusive development.

She pointed out that the Capdev will institutionalize the EO and the whole of nation approach in delivering public goods and services to attain inclusive development.

“We want to attain durable peace and development and empower our communities to determine their own development. Thus, Capdev programs and projects should relate to peacebuilding and reconciliation, good governance and institution building, and socio-economic transformation she,” further said.

According to her, the Capdev shall be implemented in three priority areas. Focus Area A which are conflict-affected or conflict-vulnerable, Gidas, and poverty-stricken areas; Focus Area B are conflict-affected or conflict-vulnerable areas that are also poverty-stricken; and Focus Areas C are Gidas with high poverty.

“We have clustered these focused areas into Mt. Balatucan Range, Mt. Mangabon Odiongan Complex, Saldab and Kalabugao Plains, Pantaron and Umayam Complex, Salug Valley, Gamot-Dumasilag Complex, Mt. Kitanglad Range, Mt. Kalatungan Range, West Bukidnon Plateau, Iligan-CDO Tributaries, and Mt. Malindang,” Cariño added. (pia x)
