Moreno would begin serving his third and final office term next month.

City administrator Teodoro Sabuga-a said Moreno’s address would be preceded by a mass to be officiated at Kiosko Kagawasan.

Sabuga-a said the mayor would likely talk about his administration’s eight-point agenda that has served as city hall’s guide since 2013.

He said Moreno is also expected to give an update on the government’s P8-billion “mega dike” project along Cagayan  River.

Sabuga-a said he also expects Moreno to discuss plans to build hospitals in Lumbia and Tablon,  more school buildings, Day Care centers,  and more roads within the next years. (Nitz Arancon)
