Iligan City — City officials led by Vice Mayor Jemar Vera Cruz, four Commission on Audit personnel here as well as some private individuals were ordered to submit their counter affidavits in connection with the cases against them.

Told to do so from the Office of the Ombudsman in Davao City, copies of which were obtained by this paper, aside from Vera Cruz were: Rolando C. Cuizon, Chief of Staff of the Vice Mayor, Louela S. Maybituin, City Treasurer, Hospicio Paragozo, Acting Budget Officer, Maria Theresa Te of Holy Halo-Halo Dessert Shop, Gloria de la Cruz, of Gloria’s Ihaw-ihaw, Rayluin F. Tayrus, of Ram General Merchandise; Marilou C. Mampao, Wahida M. Minaga, Ashma A. Edres, and Anida A. Mitmug.

The latter four are from the Commission on Audit here. Other officials told to do so by the Ombudsman are City Councilors Petronilo Pardillo, Rhandy Ryan Francis A Ong, and Jesse Ray N. Balanay.

Signatories on the documents from the Ombudsman at Corner Earth and Libra Street, GSIS Heights, Davao City are Hilde C. Dela Cruz-Likit, Graft Investigation and Prosecution Officer III, OIC, Marco Anacleto P. Buena, Director Iv, Preliminary Investigation, Administrative Adjudication and Prosecution Bureau- B.

The cases numbering eight in all are for the following: Violations of Article 217 of the Revised Penal Code (Malversation of Public funds or Property); Violation of Section 3 (e) of R.A. 3019;  Conduct Prejudicial to the Best Interest of the Service; Grave Abuse of Authority; Grave Misconduct; and Neglect of Duty.

The requirements from the Ombudsman was released March 14 and received by the personnel, one of the complainants of which is listed only as a certain “Guerra,’’ April 15.

The officials are still mum on the matter.

On their counter affidavits, the Ombudsman further said, “respondents must indicate their middle/maternal surnames, positions, salary grades and residential addresses” even as it cautioned them that “no motion to dismiss, motion for bail of particulars, or other dilatory motions shall be entertained.”

This, the documents said further, is issued pursuant to R.A. No. 6770 (The Ombudsman Act of 1989) “by authority of the Depulty Ombudsman for Mindanao Rodolfo M. Elman.”
