THE Office of the Presidential Adviser on the Peace Process is gaining headway in mainstreaming its new approach towards advocating conflict sensitivity and promoting peace in Northern Mindanao, the office’s area manager said yesterday.

In his presentation last Friday, Allan Almoite, Opapp Northern Mindanao area manager, said they have been making the rounds in the region to introduce a new approach ensures that good governance principles, as well as social cohesion and reconciliation, are forged in peace process areas.

As an example, Almoite cited the usual conduct of relief operations after calamities in the region. He explained that the new approach looks into not only in how fast the relief is given but also to be conscious of how the relief is given.

This is equally important, he said, since you make sure that the delivery of the relief would not create a new conflict in the community.

He said the Payapa at Masaganang Pamayanan (Pamana) program is the actual application of this approach.

“We are still in the coaching and mentoring phase of mainstreaming this approach,” Almoite said.

To date, he added, Opapp-Northern Mindanao has conducted two legs of mentoring and coaching in five provinces and two cities, including the region’s peace and order and regional development councils.

“We are happy that just this Wednesday (Dec. 12), the Regional Development Council-10 has approved our proposal activities in the region,” Almoite bared.

He said the approach is anchored on seven principles, which are: Inclusion participation, responsiveness, transparency and accountability, social cohesion, reconciliation, and community resilience.

The first four principles, Almoite said, deals with good governance. While the rest of the principles are principles especially relevant in conflict-affected and vulnerable communities.

Almoite made his presentation during National Economic and Development Authority media forum on the 3rd Quarter Regional Economic Situationer, last Friday.
