Councilor Edgar Cabanlas, chair of the City Council committee on subdivision, requested the  City Legal Office and the Housing and Land Use Regulatory Board (HLURB) to review the draft Memorandum of Agreement to be entered into by and between the city government and various homeowners association of different subdivisions in the city all under Pueblo de Oro Development Corporation.

This, after the committee during its meeting the other day, discussed the intention of the developer to donate to the city government the roads, open spaces and common areas of Golden Glow Village, Hillsborough Pointe, Morning Mist Village, Forest View Homes and Golden Glow North 2, Vista Verde Village and Philamlife Subdivision.

Under the memorandum, the homeowners association shall make an inventory of the subject properties, provided that unless the homeowners association states otherwise within 10 days from the execution of the memorandum, it shall be deemed to have accepted the accuracy and completeness of the list of open spaces, roads, alleys, sidewalks,  as provided in Presidential Decrees 957 and 1216, among others.

For its part, the city government shall hold and enjoy the full use and possession of the subject properties during the valid existence of the memorandum, among others.

The councilor pointed out that the memorandum must first be reviewed before the approval of the resolution or ordinance granting authority to the city mayor to jointly sign and execute the same together with all of the six subdivisions. (sp)
