COUNCILOR Jay Pascual on Monday sounded alarm bells over a hydroelectric power plant construction project along the boundaries of Barangay Besigan, this city, and Talakag town in Bukidnon, pointing out that it has not been given the green light by the city council.

Pascual’s concern prompted Vice Mayor Raineir Joaquin Uy to call on the City Local Environment and Natural Resources Office (Clenro) to start looking into the construction of the Bulanog-Batang Hydro-power Plant.

Uy also tasked  the city council’s committees on environment, agriculture, indigenous people, public utilities and barangay affairs to start separate investigations into the the construction project.

Pascual said he first learned of the project from an association of river rafters who brought the matter to the attention of the City Tourism Council. The councilor is a member of the tourism council, and he chairs the city council’s committee on Tourism.

According to Pascual, the river rafters strongly opposed the project, and feared that it would hurt the Cagayan River.

“Dako kaayo ang madaut sa Cagayan de Oro because gikahadlukan nga mahubas na unya ang atong suba. Dili man gani mahubas apan momabaw na kaayo nga maoy makaguba sa iyang natural nga dagan og panginabuhian,” Pascual said.

He said he was dismayed over the failure of the group building a dam to ask city hall’s permission.

Pascual he was informed that only the approval of the town government of Talakag was sought.

“They should have consulted us because we are the ones who will be mainly affected,” he said.
