Maj. Ian Borinaga, Carmen police chief, identified the suspect as Nicholson Penaso of Zone 6, Carmen.

Police said the girl, nine years old, was picked up by Penaso outside a mall. He then asked a motorela to bring them to Upper Carmen.

But police said another passenger became suspicious because the girl was crying while the suspect was kissing her.

The concerned citizen quickly brought the matter to a group of village watchmen she saw on the roadside.

Borinaga said the woman stated that Penaso was kissing the girl in an unusual manner.

Asked why he was with the girl, the suspect was quoted as telling investigators, “Malooy man gud ko sa bata.”

“Had the victim not cried, nobody would have known that she was abducted. He  just looked like her father or uncle,” Borinaga said.

Borinaga said the police would subject Penaso to a drug test because he looked like he was under the influence of some substance.

He said the suspect would be charged with  kidnapping in relation to Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation and Discrimination Act.

The suspect is currently being detained at the Maharlika Detention Center of the Cagayan de Oro City Police Office.
