THE City Council committee on sports and youth development chaired by Councilor Jay Pascual will conduct a public hearing regarding the proposed ordinance regulating the travel of children or minors alone or unaccompanied by parents or guardians to and from Cagayan de Oro City without proper documentation.

Councilor Edna Dahino, proponent of the ordinance and chair of the committee on women and family relations, referred the matter to the committee with the opinion of the City Legal Office.

In its recommendation, the City Legal Office proposed that the committee tempers the requirements and guidelines imposed so as not to impair the right to travel of every individual protected under Article III, Bill of Rights, of the Constitution.

It also stressed that the requirements should be made in the alternative if the information can be established by any of the documents listed.

This way the restrictiveness of the ordinance can be minimized. (clo)
