The City Council Committee on Women’s and Family Relations were apprehensive over report that rape cases reported nationwide from Jan. to June last year rose 62.7 percent to 8,288 from 5,493 from the same period in 2014.

City Councilor Edna Dahino told the  Gold Star Daily that the situation is very alarming that needs government intervention specially in inculcating back more on moral values back in the family and school level.

The Committee will lead for a massive education campaign over violence of women and to look into the real cause of the incidents. Dili man gani ma-eradicate but would lessen the number of case,” she said.

She said data taken from the PNP Directorate for Investigation and Detective Management (PNP-DIDM), consolidates crime reports from all reporting units. Last year, the PNP’s annual report based on DIDM data tallied as much as 7,409 reported rape incidents, or one every 72 minutes.

“And every now and then, alleged rape and sexual harassment cases were reported over local radio and it is happening now in Cagayan de Oro and nearby provinces like the latest report in the municipality of Naawan,” she added.

Dahino said parents should be vigilant nowadays and monitor all activities that their children had been going through specially after classes.

“Parents should be reminded that it is their sole responsibility and not the school authorities whenever before and after their classes. Dunay mga ginikanan karon nga pagka-kita nila nga nag-uniform na ilang anak nagtuo na dayun sila nga tua padulong sa eskwelahan,” she pointed out.

She said rape incidents can be prevented if both parents would balance themselves in monitoring and looking for a living.

Dahino claimed that family constant communication to each other is a big help to avoid rape and other domestic incidents.

She said the Center for Women’s Resources (CWR), an institution advocating women empowerment since 1982, said that official data on rape incidents could actually be underreported.

“No less than CWR Executive Director Jojo Guan in an interview with GMA News Research claimed that a rape victim – does not immediately report her ordeal, especially when she’s being threatened… the rape victim tries to process what happened to her, and usually, depression sets in. Reporting the rape is already a brave step on the victim’s part.” she quoted Guan’s statement.

The PNP WCPC data also show an increasing trend in reported rape incidents in recent years. Last year’s figure 5,493, was a record high coming from 3,294 reported women and child rape incidents way back in 1999. The 15-year average chalks up to 3,889 reported rape incidents per year.
