THE American who was arrested this week for child abuse and human trafficking allegedly hired young househelps and then turned them into sex slaves at a subdivision in Gusa, this city, a National Bureau of Investigation (NBI) official said yesterday.

NBI regional director Angelito Magno said two teenagers, ages 15 and 16 years, have given similar statements against 66-year old Kenneth Dale Rosebuch, a retired computer engineer from Dallas, Texas.

Rosebuch was arrested by NBI agents on Tuesday night in a house he was renting at Capistrano Complex in Barangay Gusa, this city. The NBI said he was “caught in the act” with a minor.

The complainants, 15 and 16 years old, from Bolonsiri, Barangay Camaman-an, were hired to serve as househelps on separate occasions by Rosebuch in his rented house at Capistrano Complex in Gusa.

The teenagers lived in the house with Rosebuch on separate occasions, allegedly abused, and then their services were terminated after the American got what he wanted, according to the NBI.

Magno said the two teenagers told investigators similar experiences with Rosebuch.

When the matter was brought to the NBI’s attention, its agents immediately placed the American under surveillance. NBI agents pounced on the suspect when they saw an opportunity in the evening of July 7, and allegedly caught him in the act with a minor.

“In flagrante delicto gyud ang nahitabo sa among pagdakop niya kay amo man siyang nasapon nga nagdala na usab ug batang babayi nga minor de edad sa iyang balay nga sila rang duha,” said a NBI agent who requested anonymity. He said Rosebuch lured his alleged victims by giving them money, and bringing them to shopping centers where he would buy them things.

Rosebuch has declined to give statements while under the custody of the NBI while his lawyer Pepito Cadabis was still preparing his counter affidavit.

The suspect has signed a waiver even as he asked for an immediate preliminary investigation when he was brought to the City Prosecutor’s Office for inquest proceedings on Wednesday.

City Prosecutor Fidel Macauyag has directed Rosebuch to submit his reply to the allegations within 10 days from July 8.
