COUNCILOR Enrico Salcedo wants to amend Cagayan de Oro’s Curfew Ordinance for minors by incorporating charges against parents for abandoning their children in the wee hours.

Salcedo said it is not enough to implement the curfew for minors with ages 15 years and younger. He said erring parents should be charged for not taking responsibility.

The curfew for minors in the city is from 10 pm to 5 am daily. It took effect on June 1, 2014 but has not be strictly implemented.

“Dili man nato ma-penalize ang mga bata pero ang parents puwede. Puwede nato ma-charge ang mga ginikanan nga ilang gipabayaan ang ilang mga anak nga naglatagaw sa dalan,” he said.

Based on the ordinance, all minors in Cagayan de Oro City aged 15 years and younger are not supposed to be roaming around food hubs, clubs, lounges, liquor stores and the likes during the curfew hours.

Salcedo, who organized the Barangay Council for the Protection of Children (BCPC) during his first term, was tasked to round up children roaming around and keep them in their respective barangays until parents show up and claim them.

The BCPC did not last long due to lack of city hall support, he said.

“Ato kadtong gipahingusgan nga mapatuman gyud apan pakyas kita. The task force was created and supposedly stationed at the Kiosko Kagawasan,” Salcedo said. (lito rulona)
