Gingoog City — The Sangguniang Panlungsod here on Tuesday questioned why the police have not imposed its Helment Ordinance.

Vice Mayor Ruthie de Lara Guingona expressed alarmed even as she noted the rise in vehicular accidents in the city which almost always victimize motorcycle riders who are not wearing helmets.

City Councilor Mike Paderanga said the helmet ordinance specifically enacted for all motorists “to wear helmet while driving within the city proper.”

He added that Gingoog is the only city in the region that has not imposed its helmet ordinance yet.

For his part, Senior Insp. Lemuel Sabanal, traffic supervisor, explained to the city councilors that they have not imposed the ordinance yet since their office have yet to receive a copy of the ordinance.

“Kadto raman among gi-follow nga Helmet Ordinance nga nagprohibit sa mga motorist pag wear sa helmet within the city proper,” Sabanal said.

Paderanga said the Helmet Ordinance mentioned by Sabanal which approved last 2004 “prohibiting the motorists to wear helmet within the city proper” has already been repealed by the City Helmet Ordinance of 2010.

Guingona instructed the city police to follow the new ordinance.

Guingona added she will suggest to her daughter, Mayor Marie Guingona, to give motorists three months before the new Helmet Ordinance to be strictly imposed.
