To eradicate child pornography, trafficking of persons and violence against women and their children, the Department of Social Welfare and Development, Department of Interior and Local Government (DI LG), and the Department of Justice (DOJ) will create regional and local committees to act on such cases through the Joint Memorandum Circular No. 2010-1.

By creating the Regional Committee on Anti-Trafficking, Anti-Child Pornography and Violence Against Women and their Children (RCAT-ACP-VAWC), it will be easier for the involved agencies to ensure the implementation of the law and the already established Regional Committee on Anti-Trafficking and VAWC (RCAT-VAWC) and Local Committees on Anti-Trafficking and VAWC (LCAT-VAWC).

The integration is also expected to expedite implementation of policies and plans, simplify operations, maximize resources, and prevent duplication of functions and redundancy at the regional and local levels. It is also created to establish partnership and participation of non-government organizations (NGOs) and people’s organizations (POs) in the development and implementation of programs and activities that will address human trafficking, child pornography and VAWC.
