City Schools Superintendent Elena M. Borcillo has ordered the immediate closure of a school canteen managed by Central District Multipurpose Cooperative at City Central School after finding some discrepancies in the financial statement and other documents to the school authorities.

In a two-pages order of Borcillo, the Central District Multipurpose Cooperative represented by its chairman Cornelio B. Salvaloza, Jr. failed and neglected to submit the canteen’s financial report.

She also found that all other violations of the terms and conditions of the Memorandum of Agreement or any of the provisions of the school guidelines in managing a school canteen.

The board of directors were ordered: to cease and desist from operating the canteen; relinquish the management and operation of the contested school canteen; turn-over to the School Principal all other documents in connection to the operation of the school canteen; and vacate the premises of the school canteen.

The board of directors were also told that the cooperative shall be responsible for the minor repairs due to wear and tear; the cooperative shall retain ownership of those properties acquired by it for the operation, except those properties or improvements which cannot be removed without causing injury or substantial damage according to the New Civil Code or the school administrator will removed those improvements at the expense of the cooperative.

Borcillo also asked the cooperative to pay the utility bills from the time of the use until the turn-over and existing arrears of the said bills in connection to the operation and the use of the school canteen.

“All the subleased or contract issued by the teacher’s cooperative in favor to the third person is hereby revoked and cancelled,” the order further states.

On the Dec. 2, last year, Principal Tejero issued a school order terminating the Central District Multi-Purpose Cooperative’s operation and management of the school canteen after the members of the board of directors allegedly failed to submit at least 10 important financial documents and other basic documentary preequisites and pother requirements for the operation and management of a school canteen.

Salvaloza, for his part, said they had not received any copy of the closure order coming from the city schools superintendent.

However, he claimed that they filed an appeal before the Department of Education regional office -10 to reconsider the order issued to the members of the cooperative.
