The charges arose from the cockfights held in the unlicensed cockpit around July 2010 after Talaid issued a special permit without the approval of the chief of the National Police or the latter’s authorized representative, as required by law.

Two of Talaid’s co-accused, then-vice mayor Nestor Baliguat Sr. and Dionesio Ranque of the Kadingilan Cockers Association, whom graft investigators said acted as owner and operator of the cockpit, were acquitted for insufficiency of evidence. (PNA)
