TENSION is gripping Sitio San Miguel, Barangay Lapasan here again as residents warned against heavy equipment sent to the area to conduct earth-moving operations on an access road.

Lawyer Evangeline Carrasco appealed to Mayor Oscar Moreno, City Local Environment and Natural Resources Office (Clenro) head Edwin Dael, and the police to stop the excavations by the Mindanao Health Care Corp. (MHCC).

Carrasco said city hall has already approved a P2.7-million budget for possible expropriation proceedings for the 1,059-meter access road.

“The proceeding is allowable under law to give people the access road,” she said.

Carrasco said the excavations, which started in November, resulted in the caving in of some parts of the access road leading to San Miguel, making it difficult for the homeowners to pass, most especially those that have vehicles.

The residents complained they were not informed beforehand by the MHCC of the diggings.

The San Miguel community is located a few meters from the MHCC property which also includes a firing range.

“MHCC refused to have a counter-offer, mao nga nagpadayon ang expropriation proceedings based on the market value. Gipahibalo na sila nga aduna na’y budget og puwede na sila nga bayaran og para ma-develop na ang dalan,” Carrasco said.

She said residents informed her since Saturday evening, that workers with heavy equipment started to earth-moving activities on road.

“They should respect the city government that helped the people in the area to have an access road. Many of the residents have been living in the area for about 40 years, and they had no problems in passing through the lot in the past,” Carrasco said.

She said the previous owners had allowed residents to use the road within the company’s property on the condition that it would eventually be expropriated by the city government.
