VICE Mayor Raineir Joaquin Uy has called on the Moreno administration to strictly implement the government’s “no build zone” policy in the city’s flood-prone areas and speed up the relocation of families away from these dangerous places.

Uy said the city council could reinforce existing policies being implemented by the Office of Building Official.

“No-build zones” refer to easement areas defined under existing laws and policies that are not recommended for human habitation because of the dangers it poses to life and property

“Kinahanglan nga i-implementar tungod kay gabalik-balik ang prob-lema nga sila gihapon ang mamahimong victim matagdunay kalamidad,” Uy said.

He cited records from the City Social Welfare and Development office that some five thousand families were still living near rivers or “no-build zone” area. Most live near the Cagayan River in barangays Bonbon, Kauswagan, Carmen, Balulang, Macasandig, Nazareth, Consolacion, Puntod, Macabalan, and Barangays 1, 13, 15, 17, 18, and 23.

Uy sought a meeting on this concern with Mayor Oscar Moreno, pointing out that there is a standing order from Malacañang during the Aquino administration to implement the “no-build zone” rule.

“The city council has already appropriated enough funds to acquire land for relocation sites para tanan nga biktima mahatagan gayud og kahigayunan sa pagpamuyo,” said Uy, adding that the implementation of the policy is already in Moreno’s hands.

Councilor Teodulfo Lao Jr. said the previous council passed a Zoning Ordinance that covers areas declared as “no-build zones” but the local executive department has not fully implemented it.
