Engr. Maria David, project engineer of DPWH, said the road is for vehicles and to be used only as such.

“This is a diversion road, or alternate road in which buses and other large vehicles pass through it,” she said.

Even when vendors have not started selling their wares in the area yet, David said, the have been accidents in the area.

David added the DPWH-10 has already written to City Mayor Celso Regencia about the matter.

The C-3 road is a national project which began during the previous administration of then mayor Lawrence Ll. Cruz. It is a 12-kilometer “alternate highway” that stretches from Mandulog Bridge to barangay Maria Cristina. It passes through the inside  areas of several barangays of Del Carmen, Ubaldo Laya, Tubod, Tomas Cabili and Suarez. It is in the area of Ubaldo Laya in which vendors have sprouted.
