Traffic improves under Salcedo, so what were the consultants doing before?

NOW that Councilor Enrico Salcedo officially oversees the RTA, we are finally starting to see improvements in the way traffic is managed.

Traffic enforcers are visible during peak hours, traffic lights are working, and illegal parking tickets are now seen on the windows of illegally parked vehicles.

I wonder, however, why it took so long for all this to happen despite the many — yes, many — consultants the RTA has. Is it because they are not doing what is expected of them? Or is it because the RTA department head does not know how to manage his department?

With Mr. Salcedo at the helm, the incompetence of the consultants and the department head seems to be becoming more visible.

How many years has Mr. Oclarit spent as the head of RTA? And yet, he has not improved the management of traffic in the City even a bit. What is keeping the Mayor from sacking him? And is the Mayor still keeping their ineffective consultants?

Is Mr. Salcedo now fully aware of what is happening inside the RTA? He should be.

Whatever happens, I can only hope Mr. Salcedo will succeed, just as he did in the first year of the Moreno administration.
