CAGAYAN de Oro City — The Cagayan de Oro City Council approved 12 measures in its first September session, including actions covering a ₱1.6 million prior-year procurement payment, socialized housing assistance and programs for farmers and senior citizens. 

The measures included nine ordinances and three resolutions, according to the City Council. 

The session was presided over by acting presiding officer Councilor Roger Abaday. 

Among the measures approved was Proposed Ordinance No. 2026-382, authorizing the charging of ₱1.6 million for payment of prior-year procurement of electrical maintenance supplies and equipment. 

The council also approved Proposed Ordinance No. 2026-383, authorizing ₱56,000 for prior-year claims of retired city government employees under the Salamat Paalam program. 

Another measure, Proposed Ordinance No. 2026-381, authorized the charging of ₱6,500 for reimbursement of prior-year training, conference and registration expenses of personnel from the Office of the City Building Official.

The approvals also included ₱16,517 for the salary differential and other benefits of a city employee following a promotion. 

Housing, farmers and health 

For residents seeking socialized housing support, the council approved Proposed Ordinance No. 2026-384, granting 20% equity financial assistance for off-site land acquisition by qualified homeowners' associations or beneficiaries of the city's Socialized Housing Program. 

For farmers, the council authorized the city mayor to enter into a memorandum of agreement with the Department of Agriculture Regional Field Office 10 and the Guinitan Upland Farmers Association for the grant of one mechanical corn sheller. 

The council also approved an agreement with Northern Mindanao Medical Center for a community medical outreach program for elderly residents of the city's Residential Care for the Elderly. 

Another ordinance authorized the city mayor to enter into an agreement with Xavier University-Ateneo de Cagayan for the preparation of the 2026 Climate and Disaster Risk Assessment Report. 

Schools, property and policy 

The council endorsed the establishment of Tinamparan Elementary School in Barangay Cugman, expressing no objection to the proposed school. 

It also authorized the city mayor to sign a Deed of Usufruct with the Philippine Postal Corporation covering reciprocal use of portions of city-owned property in Barangay No. 4. 

Another resolution confirmed the use of Ordinance No. 13473-2018, or the Cagayan de Oro Technical Vocational Institute Charter, as the city's policy instrument for its nomination for a Department of Health national good health practice recognition. 

A separate resolution declared operative Barangay No. 04's Ordinance No. 02-2026, covering its 2026 Supplemental Budget No. 1 amounting to ₱373,814.82. 

What residents should watch 

The approvals give the city authority to move forward with the listed programs, agreements and payments. But approval is only one part of public accountability. 

For spending-related measures, residents can track how the authorized funds are ultimately disbursed and whether the goods, services or benefits reach their intended recipients. 

For programs such as socialized housing assistance, the corn sheller grant and the elderly medical outreach, implementation and beneficiary selection will determine whether the approved measures translate into actual public services. 

The council's approval therefore provides residents with a starting point for monitoring how public funds are used, who benefits and whether the promised programs are delivered as authorized.
