By LITO RULONA Correspondent  FORMER Taglimao barangay chairman William Guialani has filed a complaint against an associate justice of the Court of Appeals (CA) with the Supreme Court (SC) and Malacañang. In an 11-page complaint, Guialani accused Associate Justice Edgardo Camello of gross ignorance of the law, gross violation of the attorney’s oath, gross violation of the Code of Professional Responsibility, gross violation of Code of Judicial Conduct, gross violation of professional ethics, and gross violation of judicial ethics. Guialani also accused the associate justice of grave abuse of authority, gross misconduct, manifest partiality, gross violation of Section 4(a), 4(b) and 4(c) of RA no. 6713, and gross violation of Section 3(e) of Republic Act 3019. Guialani filed the complaint against Camello because of a CA division’s issuance of a Nov. 11, 2015 temporary restraining order (TRO) that prevented Mayor Oscar Moreno and city treasurer Glenn Bañez from being booted out of city hall. Guialani argued that the TRO was issued a day after the dismissal order from the Office of the Ombudsman in Mindanao was supposedly served. He said he had sought Camello’s inhibition from the case due to alleged vested interests. Despite that, the associate justice issued a writ of preliminary injunction, said Guialani. He claimed another resident, Clemente Atoc, also filed a separate complaint against the associate justice. Atoc, it was learned, is closely associated with Guialani. Guialani also complained because the CA recently issued another TRO in favor of Moreno in connection with the grave abuse of authority and grave misconduct case filed by Puntod barangay chairman Marvin Beja  against Moreno. “By reason of which, I and the public in general sustained irreparable damages due to the unlawful, willful and felonious acts,” Guialani alleged. Guialani alleged that Camello “undisputedly showed manifest partiality,” “gross ignorance of the law,” and of deliberately intending “to cause prejudice.”
