IGRB forms transition group for Sulu’s shift to national gov’t

THE Intergovernmental Relations Body (IGRB) has agreed to establish a technical working group (TWG) to facilitate Sulu province’s transition from the Bangsamoro Autonomous Region in Muslim Mindanao (Barmm) to the national government.

The decision, reached during the IGRB’s 21st meeting on Wednesday, follows the Supreme Court En Banc’s denial of motions seeking to reverse its earlier ruling excluding Sulu from Barmm.

Budget Secretary Amenah F. Pangandaman, IGRB co-chairperson for the national government, reaffirmed the body's commitment to ensuring the transition proceeds smoothly.

“We will ensure uninterrupted government operations in Sulu amid this transition,” Pangandaman said.

The TWG will develop a comprehensive transition plan addressing several key areas: reassignment of personnel, continuity of essential services, financial support from the national government, and the disposition of Bangsamoro-owned assets and properties.

The plan also aims to maintain operational continuity while implementing ongoing programs and ensuring the seamless collection of revenues and fees.

Mohagher Iqbal, Barmm Education Minister and IGRB co-chairperson for the Bangsamoro government, highlighted the significance of preserving Sulu’s ties to the Bangsamoro identity during the transition. “It is imperative that our efforts ensure the people of Sulu remain strongly connected to the overarching vision of peace and self-determination,” Iqbal said.

Sulu Governor Abdulsakur Mahail Tan expressed gratitude for the IGRB’s support during the transition process, while Presidential Adviser for Peace, Reconciliation, and Unity Carlito G. Galvez, Jr. underscored the importance of providing sufficient resources for socioeconomic programs in the province.

“This is in line with the President's commitment to a Bagong Pilipinas that includes a stronger Bangsamoro region where no one will be left behind,” Galvez said.

Established in 2019, the IGRB serves as a platform for coordination and dialogue between the national and Bangsamoro governments, addressing key issues through consultations and negotiations.
