Ronnie Francis Cariaga has deactivated the Cagayan de Oro City Police’s Office Crime against Persons and Property Desk (CAPPD) because of the alleged involvement of its members to an alleged kidnapping incident here in late October. Cariaga said he would reorganize the police unit soon. The police officers--Senior Insp. Ereneo Ramirez, CAPPD chief, SPO2 Jojo Lim, SPO1 Alaindelon Tacubao, PO3 Alejandro Ubanan and PO2 Hussein Bolanio--have been ordered by regional police director Chief Supt. Noel Constantino to report to Camp Alagar. Supt. Surki Sereñas, Camp Alagar spokesman, said the officers went AWOL yesterday. They did not even attend the Monday flagaising rites at Camp Alagar, he said. The officers were directed last week to report to the Regional Police Holding and Accounting Office in Camp Alagar. The National Bureau of Investigation (NBI) identified the officers as suspects in the  Oct. 28 abduction of Enrique Fernandez III in a hotel here. The abduction was allegedly caught on a security camera recording that was brought to the attention of the NBI by Fernandez’s father. Sereñas said no formal complaint has been filed against the officers yet, and the NBI has yet to conclude its investigation into the alleged kidnapping. “AWOL lang among ma-charge sa ila kung dili motunga diri. Wala pa kanang kidnapping,” he said. Sereñas said Camp Alagar’s initial action was to relieve the officers and prevent them from muddling or influencing the outcome of the ongoing investigation. “Basta karon, wala pa nato gi-accused until such time that there will be a formal complaint. What we did was to transfer them to another office while the investigation is being conducted by another law enforcement agency,” he said. Sereñas said Fernandez’s father Enrique Jr. first brought the matter to the attention of the Carmen police, and then he sought the help of the NBI after the CCTV footages surfaced. He said Enrique III is still considered a “missing person” by the police until it has been established that he was kidnapped. Sereñas said Camp Alagar has asked the NBI to furnish it a copy of the investigation results and the complaint once it is done so it could administratively act on the matter.
