By LITO RULONA Correspondent A CITY Central School teacher told the city council’s education committee that the City Schools Division sat on the complaints against embattled principal Arnold Tejero despite being directed by the Office of the Ombudsman to look into the matter. Teacher Cornelio Salvalosa Jr. revealed that Deputy Ombudsman for Mindanao Rodolfo Elman ordered City Schools Division superintendent Elena Borcillo to investigate Dr. Tejero based on the Magna Carta for Public School Teachers. Elman’s order came following the second complaint for sexual harassment, grave abuse of authority, and grave misconduct filed against Tejero by  a teacher in September. The first complaint was filed by the mother of a 5th grader who alleged that Tejero brought her to a motel in Kauswagan, and tried to be intimate with her there. Salvalosa said Borcillo was directed to form a team of investigators but there has been no action until now. Councilor Ma. Lourdes Gaane said she suspected that Borcillo’s inaction was due to her ties with Tejero. The two officials are said to be related by affinity. Before the committee over the weekend, Borcillo explained that she did not immediately act on the matter because no complaint was sent to her office. Borcillo explained that the complaints were filed at the City Prosecutor’s Office and the Office of the Ombudsman, and she opted to just wait for a decision on the case. When the ombudsman’s order came, Borcillo said, she did not act on the Tejero case because there was no directive yet from Department of Education regional director Allan Gabriel Farnazo. But Salvalosa argued that the ombudsman’s order was addressed to Borcillo, and not Farnazo. Dr. Armando Apareci, president of the City Central School Parents-Teachers Association Federation, said Borcillo’s office has been informed about the complaints against Tejero and his assistant Rudy Villalobos but there was inaction. “Unsaon pa man namo karon og trust kung ingon ani ang sitwasyon. Ang perception sa parents nga dili gyud nila atimanon ang among reklamo kay sakop man sila. Wala gyu’y nahitabo mao nga mo-forward nalang pud mi karon sa korte,” he said.
