ONE of the Cagayan de Oro Water District (COWD) board of directors has finally agreed to the full intervention of the Local Water Utilities Administration (LWUA).
This decision follows months of opposition from COWD officials, including General Manager Engr. Antonio Young and board director Dr. Gerry Caño.
The change in stance comes after resolutions from LWUA and a legal opinion from the Office of the Government Corporate Counsel (OGCC).
Through Caño's statements, the COWD regular officials and the board have now submitted to LWUA's interim management and acknowledged the ongoing National Bureau of Investigation (NBI) probe.
Dr. Caño and Engr. Young played central roles in opposing the intervention. Cowd’s submission to LWUA reportedly contributed to the early retirement of GM Young, effective August 31.
In his letter, Young cited health reasons, stating the decision was made after careful consultation with his family and physician.
"It is with a heavy heart that I am tendering my irrevocable and final decision to retire early," Young wrote.
His departure marks a turning point in the management of the city-owned water facility.
Dr. Caño, speaking in an interview with Bombo Radio on August 19, confirmed that the COWD board will now comply with LWUA's directives.
He acknowledged that the regular board no longer has the power to intervene in the water district's operations.
Caño also addressed the role of the NBI, emphasizing that the investigation falls within their jurisdiction.
He assured that COWD will cooperate fully with any inquiries.
Dr. Caño stated that the board's decision to accept LWUA's management came after the OGCC's opinion validated the legality of the intervention.
This prompted COWD officials to respect and follow the directives set by the interim board.
Caño explained that the resolution was influenced by Young's early retirement and the legal clarity provided by the OGCC. This marks the first time that COWD's regular management has acknowledged LWUA's takeover.
The interim management, appointed for a six-month period, is expected to bring stability to the water district's operations.
COWD's cooperation signifies a new chapter in its management, aimed at improving service delivery.
Dr. Caño emphasized the importance of respecting the legal processes and assured that the board is committed to working with LWUA for the betterment of the water district.
