THE International Committee of the Red Cross (ICRC) conducted a needs assessment on January 23 in Barangay Mananum Daan, Medina, Misamis Oriental, to evaluate the effects of past clashes between government forces and New People’s Army (NPA) rebels in neighboring Barangay Bangbang.
Ryan Kim Pescadera, Protection Field Officer from the ICRC Butuan office, met with barangay officials to discuss potential support for families affected by the conflict.
He highlighted the ICRC’s capacity to assist in livelihood recovery by providing seeds, farming tools, healthcare services, and improving water access in conflict-affected areas.
During the meeting, Pescadera emphasized the ICRC’s commitment to protecting and assisting civilians caught in conflict while upholding international humanitarian law (IHL).
He explained the organization’s role in ensuring the safety of civilians, advocating for their rights, and assisting displaced families.
The ICRC also monitors the treatment of prisoners of war (POWs) and civilian detainees, ensuring humane conditions, access to legal counsel, health services, and family communication. Additionally, the organization provides essential supplies, including food, water, and shelter, to communities impacted by conflict.
“Our mission is to protect human life and dignity while operating with neutrality, impartiality, and independence,” Pescadera said, reiterating the ICRC’s dedication to mitigating the suffering caused by war.
Barangay Chairman Ronald Antiola and the barangay council expressed gratitude for the visit and the valuable insights shared on the ICRC’s role in supporting communities during times of conflict.
