CAGAYAN de Oro City — Farmers in Misamis Occidental could face dry spells and water shortages in the coming months, while patients in provincial hospitals may get a clearer way to report complaints under measures ordered by Gov. Henry S. Oaminal.
During a meeting with provincial department heads on Oct. 19, Oaminal directed the Provincial Disaster Risk Reduction and Management Office to activate an El Niño Task Force to prepare for possible drought and protect communities, particularly those dependent on agriculture.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration has forecast possible dry spells and drought conditions from December 2026 to March 2027.
For farmers, the dry conditions could threaten water supplies and crop production, making early preparation important. The provincial government has yet to detail the specific assistance or mitigation measures that will be provided to affected communities.
Oaminal also ordered the rollout of a centralized patient care monitoring system across provincial hospitals to track complaints and strengthen accountability in hospital services.
“There must be a strict, transparent tracking system for hospital medicines, medical supplies, and billing charges to prevent shortages and overcharging,” Oaminal said.
The proposed system is intended to help provincial hospitals document complaints, monitor their status and address concerns. Closer monitoring of medicine stocks, medical supplies and billing charges is also expected to help identify problems affecting patients.
However, the provincial government has yet to announce when the system will be operational, how patients can submit complaints or how they will know whether their concerns have been resolved.
These details will matter to patients and families who need accessible ways to raise concerns about hospital services, medicine availability and charges.
Oaminal also directed provincial offices to expedite pending requirements for airport improvements and new school buildings, although the meeting report did not specify project timelines or completion targets.
He instructed department heads to finalize preparations for Misamis Occidental’s 97th anniversary, scheduled for Nov. 2 to 8. (With a report from Jasper Marie O. Rucat/PIA-10/Misamis Occidental, with reports from PGMO)
