THE National Transmission Commission (Transco) has admitted to delays in Right of Way (ROW) cases affecting key projects.
This revelation came from Transco Vice President Dinna Dizon during a hearing with the Legislative Franchise Committee, where Rep. Presley De Jesus pressed for answers about how these backlogs relate to ongoing projects by the National Grid Corporation of the Philippines (NGCP).
Dizon explained that ROW issues are “left for the government to settle” when the NGCP concession was arranged.
She clarified that Transco’s cases involve assets already in use when NGCP took over.
“If there are no claims for Transco to settle, we are not able to do this for the entire Philippines,” Dizon said, highlighting the lengthy process of validating property and settling claims.
ROW challenges have been a problem for NGCP for 15 years.
Since their takeover in 2009, they have struggled with these issues across the country.
Rep. De Jesus questioned the efficiency of the government, asking, “If you, being a government entity, hindi ‘nyo nagagawa kaagad in time, how much more ang private o ang concessionaire nyo, ang NGCP?”
“At the end of the day, kung hindi rin natin mapapababa ang presyo ng kuryente, useless din po ang ginagawa natin,” he added.
