Egay Uy ONE of the traffic enforcers of the Roads and Traffic Administration (RTA) was sued by a lawyer before the Civil Service Commission under Case No. 1500072 for alleged violations of the Code of Conduct and Ethical Standards for Public Officials and Employees. The CSC decision reads in part that complainant’s car was clamped at Velez Street, this city, for illegal parking. When he went to the Kiosko Kagawasan to settle the fines, the complainant was murmuring and protesting the action taken by the RTA although he eventually paid the fines. The complainant must have murmured about filing a case against the traffic enforcer because the latter allegedly said, “e-file dayon ang kaso, ayaw daghan estorya” and when “complainant tried to justify that filing a case is his right,” the traffic enforcer again allegedly said, “ayaw sige panggulat, e file dayon!” The CSC said that while “the RTA and the civil service in general should be reminded that a public servant must exhibit at all times the highest sense of honesty and integrity x x x” it found “no prima facie case to warrant the issuance of a formal charge against” the traffic enforcer. In conclusion, the CSC ruled, “The complaint filed by [the lawyer] against [the RTA traffic enforcer] for alleged violation of Republic Act No. 6713 is hereby DISMISSED for lack of prima facie case.” Another harassment case dismissed. •• Aside from the programs of the RTA on the enforcement of traffic laws in the city, its management set up and internal processes were also addressed. As already reported, the RTA now has an Advisory Committee which discusses matters that are vital to the existence of the department and to the services that it is mandated to deliver to the public. The Adcom is composed of the assistant department head, the administrative officer, the chief of operation, head of RTA Engineering, team leader of Education Unit, the head of Case Filing and Warrant Section. I also sit in the Adcom as the adviser. Not a few innovations in the RTA have been discussed by the Adcom. The new approach in budget preparation, the employee awards, the anniversary celebration, the performance evaluation of employees, and the general management of the operations, have been discussed in the Adcom which has now become an open market of ideas within the department. Weaning the RTA may no longer be farfetched.
