The traffic problem is a national concern of government, where one cause of this is the proliferation of colorum public utilities (PUs) plying the roads creating chaos and jeopardizing the riding public. Hence, according to Aminoden Guro, OIC, Land Transportation Franchising and Regulatory Board, Region 10 in Cagayan de Oro city, aims to achieve a PU-colorum free region.
These colorum PUs, Guro said in an interview create chaos on the roads as they ply their routes, jeopardizing the safety of the riding public.
The LTFRB 10 then launched Public Land Transportation Agenda 2016 which supports and aligns with the transportation program of the Duterte administration.
The purpose of this project, Guro added is to support and align with the thrusts of the Duterte administration to solve the traffic problem not only in Metro Manila but in the entire country as well. And specifically in region 10, among its major aims is to have a colorum-free region in the country.
Aminoden Guro, to note, assumed such position as OIC in the LTFRB only last Sept. 1 and who had served the government in various capacities, said that this new LTFRB program will provide safe, secure and regulated public transportation to the valued riding public. Among others, this will avoid long queue and traffic jams in the national highways causing inconvenience to the general public, specially when there is an operation conducted by the land transportation agencies. This will also cause the delays of mobility of economic products of the region.
Guro said that the regional development council and local government units undertakings include the issuance of a resolution and ordinance that require transport operators to secure Certificate of Public Convenience (CPC) from the LTFRB before they are issued business permits by the province, city or municipality before they are allowed to alley in the public terminals of the concerned government unit. Many operators were found out to be operating without business permits. This will be additional income for the LGU concerned, Guro said. This will also facilitate the monitoring of the public vehicles in every area, Guro said.
Vidal Aranaydo, Branch Manager of LTFRB satellite office in Iligan City said they have conducted consultations among the taxi operations and they were informed that old and dilapidated units will no longer be allowed to renew their franchise; only new units will be accepted for new or renewal of registration, Aranaydo added.
Guro said that new taxi units will serve and help the tourism industry in the region because naturally, tourists will be glad to ride in a taxi with proper identification and legally registered utility.
