CAGAYAN DE ORO CITY — A Mindanao-based rights group is calling for an independent investigation into a pre-dawn police-military raid in Zamboanga City that left three people dead, including a 12-year-old boy, citing possible human rights violations.

In a statement on April 27, the Moro-Christian Peoples Alliance (MCPA) questioned the conduct of the April 23 operation in Sitio Alas-as, Barangay Sinunuc, and urged authorities to review the incident, which it described as disproportionate and harmful to civilians.

Those killed were identified as Jerry Indan Alfad, a member of a barangay lupon; his nephew, Rayyan Hassan Alfad; and his 12-year-old son, Salam Aradais Alfad. Two other relatives were reportedly injured.

Police and military officials said the joint operation by the Armed Forces of the Philippines and the Philippine National Police was meant to serve a warrant of arrest against a suspected member of the Dawlah Islamiya–Abu Sayyaf Group (DI-ASG).

They said operatives encountered armed resistance, triggering a firefight. Authorities also reported recovering firearms and explosives from the scene.

The MCPA, citing accounts from surviving family members and residents, disputed the official version.

A witness claimed gunfire erupted without warning while the family was inside their home. Survivors were allegedly restrained, and medical assistance for a wounded relative was said to have been delayed.

Barangay officials who later entered the house reportedly found two of the victims on a bed, raising questions about the circumstances of the shooting. 

The family denied ownership of the firearms and explosives, alleging these were planted.

The case highlights ongoing concerns over how counterterrorism operations are carried out in civilian communities—particularly the risk to non-combatants, including children.

Amirah Ali Lidasan, MCPA secretary-general, said the incident underscores the need to prioritize civilian protection and accountability in security operations.

The MCPA is calling for an independent and transparent investigation into the raid, the temporary relief of involved police and military personnel while the inquiry is ongoing, the release of body-worn camera footage if available, and a review of rules of engagement in civilian communities. 

As of posting time, authorities have yet to issue a detailed response to the allegations.
