ZAMBOANGA City--The Local Inter-Agency Committee (LIAC), the policy-making body under the Early Recovery and Rehabilitation Coordination Structure, has asked national government to also consider giving P10,000 cash aid to siege-affected families who opted to avail of the home material assistance (HOMA). Belen Sheila Covarrubias, City Hall information officer, said Friday the request was made through a resolution adopted in a meeting Wednesday afternoon and addressed to Public Works Sec. Rogelio Singson. Singson is the over-all head of the team overseeing the implementation of the Zamboanga City Roadmap to Recovery and Reconstruction (Z3R) with the build back better concept. Covarrubias said the LIAC members expressed concern that internally displaced persons (IDPs) who availed of the HOMA program also deserve to receive the financial assistance, which the government provides to recipients of permanent houses under the Z3R for light and water connections. The HOMA program, implemented by the National Housing Authority (NHA), is a package of house construction materials worth P30,000 given to IDP-families whose houses were partially damaged during the 21-day September 2013 siege. In addition, the Department of Social Welfare and Development (DSWD) gave the HOMA recipients P5,000 cash assistance for payment of labor. Covarrubias said some 1,661 IDP-families availed of the HOMA program based on the records of the city government. The IDP-families, who have returned recently to their permanent houses built under the Z3R, have received P10,000 financial assistance for light and water connections and other utilities.The amount comes from the funds downloaded to the NHA. pna
