By NITZ ARANCON Correspondent BARANGAY 33 chairman Conrad Lim told two councilors that Mayor Oscar Moreno should keep off his controversial reclamation in Lapasan, claiming that he has started talks with Public Works Secretary Mark Villar. Councilor Yan Lam Lim revealed this after he and Councilor Dometilo Acenas sat down with the Barangay 33 chairman about his fenced reclamation area in Lapasan that is preventing the Department of Public Works and Highways (DPWH) from finishing a P4-billion coastal road project. The two Lims are unrelated. Councilors Lim, Acenas and Zaldy Ocon were tasked by Vice Mayor Raineir Joaquin Uy last week to initiate negotiations with barangay chairman Lim in the hope of convincing him to step aside and allow the DPWH to construct a section of the four-lane coastal road across the reclamation area. Officials have maintained that the reclamation is part of public domain since it is a foreshore. Councilor Lim said that the barangay chairman was firm in his position that Moreno and other city hall officials should keep off because the matter is now  in the hands of Villar. “Ingon si Condrad nga na-a nay ilang kasabutan ni  Secretary Villar,  and no need na nga manghibalot pa ang chief executive ana nga lugar,” said Councilor Lim. Acenas said the barangay chairman did not disclose what his agreement was with Villar but added that the former was waiting for results. “Iya pa kunong hulaton i-inform dayon kon niya kun unsa ang resulta before makig-negotiate ba kaha siya  DPWH dinhi sa region,” Acenas said. He said chairman Lim also told them that he was willing to yield to the DPWH but he wants to get paid. “Willing man siya (Lim)  mo-give up basta na lang nang just compensation,” Acenas said. A lawyer, James Judith, earlier threatened he would file charges against anyone in the DPWH who would cause any payment to Lim, arguing that the foreshore is the state’s property.
