By SHIELA MAE BUTLIG Correspondent A FORMER barangay chairman who filed a complaint against Mayor Oscar Moreno and city treasurer Glenn Bañez on Monday dared the two local officials to answer his allegations point by point instead of asking the ombudsman to dismiss it simply because he plans to run for councilor. “Stick to the issue,” William Guialani, a former Taglimao barangay chairman, challenged Moreno and Bañez. The two officials have asked the ombudsman to dismiss Guialani’s complaint in connection with the reduction of the business tax paid by Ajinomoto Philippines. “Whether I am running or not is beside the point. It is out of the question,” he said. He said he wants the two officials to answer if they have the right to enter into any agreement with Ajinomoto in order to lower its taxes without the city council’s authority. He argued that the power to impose taxes comes from the local revenue code that has been approved by the city council.  “That money is not theirs. It belongs to the people, and they cannot just tell Ajinomoto to pay only P300 thousand when it owes the city P2.9 million,” he said.
