CAGAYAN de Oro City Mayor Rolando ‘Klarex’ Uy clarified today that contrary to rumors, there will be no mass layoff of casuals and job order employees at City Hall.

“I’m clarifying this to you: I did not remove any job order (or casual) employee. Their contracts expired last December 31. There were people who circulated a rumor that I had these workers terminated/dismissed from service)..it’s not in my nature to dismiss just anyone. Most likely those (without a job) had their contracts expire by Dec. 31,” Mayor Uy told the City Hall bureaucracy in Visayan during Tuesday morning’s flag-raising program.

Mayor Uy said this following confirmation by City Administrator Roy Hilario Raagas that a memorandum signed by Mayor Klarex dated Dec. 28 informed his office, the City Human Resources Department, and all City Hall department managers that all contracts of casual and job order employees are terminated on Dec. 31.

“Both the casuals and JOs know that their contracts would end on Dec. 31,” Raagas said.

A second memorandum signed by Mayor Uy and dated last Dec. 29 granted a temporary exemption on casuals and job order workers of 12 offices from the termination order whose services cover medical/health, disaster preparedness, and management/response, peace and order, traffic management, sanitation, engineering, and public cemetery.

These offices are the City Health Office, the City Health Insurance Office, JR Borja General Hospital, the Roads and Traffic Administration, the Civil Security Unit and City Isolation Unit under the mayor’s office, the City Social Welfare and Development Department, City Disaster Risk Reduction Management Office, City Local Environment and Natural Resources Office, City Public Services Office, City Engineers Office, and Mayor’s Office.

There was no word on how many casuals and job order employees will be affected by Mayor Uy’s order.

Also exempted from the order were casuals and job order employees under the Business Process Licensing Division and the Office of the Building Official due to the ongoing annual business registration and renewal of permits held at the City Tourism Hall.

“(By the very nature of their appointment) the job order workers and casuals are intended to complement the existing regular employees/workforce at City Hall. Whether they get re-hired or not depends on the evaluation of their job performance and recommendation of their respective department managers,” Raagas said in Visayan during last Friday’s edition of Mayor Klarex’s radio program ‘Ang Inyong Alagad: Mayor Klarex Uy.’

Mayor Uy said it’s up to these casuals and job order employees whether or not they get renewed as he reiterated that he understood their predicament.

“I ask for your understanding as I will only retain those who are clearly performing their jobs,” Mayor Uy told the City Hall bureaucracy in Visayan. (Stephen Capillas of City Information Office)
